Historically a district chief under the pre-colonial kingdoms, during colonial times this functionary was a European official who dealt with all matters related to the hinterlands beyond the cities like Colombo, Galle and Jaffna. To aid him in this task he was supported by rural councils (Landraden) consisting of both local and European chiefs and councillors.
